Purpose
The purpose of this Whistle-Blowing Policy is to provide channels through which staff, members, regular visitors or other persons may, in confidence, raise concerns about possible wrong-doing, misconduct or statutory non-compliance involving our Church Board, Council of Elders (CoE), pastors and staff.
General complaints and grievances over service quality, ministry deficiency, operational matters, HR policy, staff development review, unhappiness over private conduct of fellow BBTCians etc. are not matters for whistle-blowing. These concerns should be taken up with the respective ministry leaders and pastors accordingly.
All instances of whistle-blowing should be reported to the BBTC Audit & Risk Committee (“ARC”) at [email protected]. Each case will be independently reviewed and investigated by an Inquiry Panel convened under the ARC.
General Guidelines for Whistle-Blowing

- Anyone can whistle-blow at any time without fear of retaliation or recrimination.
- It is assumed all whistle-blowing is done in good faith based on genuine concerns.
- Whistle-blowing is directed at BBTC Board, Council of Elders, staff and volunteers on matters such as (but not limited to):
- Corruptions/Bribery
- Fraud
- Misuse of Funds or Assets of BBTC
- Coercion/Manipulation.
- Unlawful Conduct
- Undue Retaliation
Disclosures and Information

- The whistle-blower is encouraged to reveal his/her identity to facilitate investigation. However, anonymity is accepted.
- The identity of the whistle-blower will be kept strictly confidential, unless consent for disclosure is given or required by law.
- The whistle-blower should provide specific information such as names of parties involved, places, dates, times and descriptions of alleged wrongdoings.
- Other relevant evidences should be provided where possible to assist investigation e.g. pictures, documents, emails, SMS etc.
